You can go to http://thomas.loc.gov/ to find out what bills are currently in front of Congress. Find where it says "Search Bill Text 107th Congress (2001-2002)" and type "marriage" into that bar. That will bring up all the current legislation about marriage.
The closest thing I can find(which is bad enough) is this, by Barney Frank:

This would forbid the federal government from defining marriage. And even this isn't a constitutional amendment.
And when it comes down to it, how does signing a web-based petition at something like petitiononline.com help stop legislation from making it through Congress? They do pay attention to letters, phone calls, telegrams, even email�but do they check on the results of international online surveys, that one person can "sign" many times, using made up names?
